Devin Jacob Ballard, a 20-year-old US Marine stationed at Marine Corps Air Station Futenma, faces murder and robbery charges in connection with the death of Anna Yagi, 39, in Naha, Okinawa. Prosecutors indicted Ballard on suspicion of strangling Yagi with a telephone cord and stealing her backpack and wallet during an attack on 3 October. The indictment document details the specific actions alleged by investigators in the hotel room incident.
Ballard was arrested shortly after the incident. While he initially denied the allegations, investigators told Asahi Shimbun and Kyodo News that he later made statements suggesting his involvement. Security footage from the hotel reportedly shows a man believed to be Ballard entering the room with Yagi and exiting alone while carrying her personal items.
Prime Minister Sanae Takaichi reacted to the case by describing the crime as brutal and heinous. Her government registered a strong protest with the United States, demanding strict disciplinary action against US military personnel. Takaichi also called for thorough measures to prevent similar incidents from happening again in the region.
Okinawa hosts the highest concentration of US troops in Japan, with approximately 55,000 soldiers stationed there. The prefecture has a history of criminal cases involving US servicemen that have sparked local anger. Governor Genta Koja stated that the prefecture has repeatedly demanded action from the US to prevent such incidents. He viewed this alleged crime as a sign of a lack of discipline among the troops.
Recent history includes several high-profile cases. In 2024, there were four sexual assault cases involving US troops in Okinawa. One of those involved Air Force member Brennon Washington, who received a five-year sentence for the rape and kidnapping of an underage girl. In 2025, US Marine Lance Cpl. Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman.
Public sentiment in Japan has turned toward the military presence, with some 100 people protesting in Naha and Tokyo earlier this month. Social media users also expressed outrage, with one comment noting that enough is enough. The Marine Corps stated it is actively cooperating with Japanese authorities in response to the allegations. The service extended condolences to the victim's family while the legal process moves forward.
The case has intensified scrutiny over the conduct of US forces in Okinawa. Local officials and national leaders are pressing for accountability. The indictment marks a formal step in the prosecution of Ballard. The defense and prosecution will now prepare for the upcoming trial proceedings in the Okinawa court system.
