Westminster and Huntington Beach police recovered a stolen car and arrested a driver facing multiple felony warrants on Saturday evening. The operation ended a chase that began near Beach Boulevard and Bolsa Avenue. Officers followed the vehicle before executing a felony traffic stop near Beach Boulevard and Warner Avenue. Two occupants were detained without incident during the stop. The incident occurred at approximately 6 p.m. on Oct. 25. The Westminster Police Department confirmed the details in a release on Oct. 29. The driver was taken into custody for outstanding felony drug possession warrants. Investigators also confirmed the vehicle had been reported stolen. Methamphetamine was found in the possession of the passenger during the investigation. The driver was booked into the Orange County Jail. He faces new charges for possessing a stolen vehicle and stolen property. The passenger was cited for alleged methamphetamine possession and released from the Westminster jail. The driver may face additional charges under California law. Prosecutors could file for unlawfully taking or driving a vehicle under Vehicle Code 10851(a). They may also charge him with receiving or possessing a stolen motor vehicle under Penal Code 496d. Receiving stolen property under Penal Code 496(a) is another potential charge. The outstanding felony warrants add to his legal exposure. California law generally prevents conviction for both stealing and receiving the same vehicle. Prosecutors often file multiple charges initially to sort out the final theory. The driver’s prior criminal history could impact sentencing. Defendants arrested while actively sought often face greater challenges for leniency. Prosecutors may argue they committed crimes despite prior arrests. Vehicle Code 10851 can carry up to three years in county jail if prosecuted as a felony. Penal Code 496d also carries a potential sentence of up to three years. Outstanding warrants can expose the driver to additional time depending on the underlying cases. A prior record or probation status could increase sentencing exposure. The passenger’s case is handled differently. Simple possession of methamphetamine is generally a misdemeanor in California. This explains why police issued a citation rather than booking the passenger. Vehicle theft remains a persistent issue in Orange County. Approximately 5,026 vehicles were reported stolen in the county during 2025. More than 176,000 vehicles were stolen statewide in 2024. That total represents an estimated loss of $1.56 billion. Southern California accounted for more than half of the state’s vehicle thefts. The Orange County Auto Theft Task Force continues its work. This multi-agency unit includes Westminster police officers. The task force has recovered thousands of stolen vehicles since its creation. It has arrested more than 1,500 suspects. Anaheim, Santa Ana, Huntington Beach, Orange, and Fullerton see the most vehicle-theft arrest activity. These cities have large populations and major commercial corridors. They also have freeway access points and historical vehicle-theft activity. Local police and the task force frequently target these areas. The Westminster case shows how neighboring agencies cooperate on stolen-vehicle investigations. Westminster and Huntington Beach officers worked together on the stop. They recovered the vehicle and made the arrest without a pursuit or reported injuries. Police leaders say such cooperation helps recover vehicles before they are stripped or exported.
