Ukraine’s state power operator Ukrenergo reported that Russian forces attacked energy infrastructure in eight oblasts on the night of October 26 and into the morning of October 27. The strikes hit Vinnytsia, Dnipropetrovsk, Donetsk, Chernihiv, Kharkiv, Zaporizhzhia, and Sumy. Russian forces also targeted the energy sector in Khmelnytskyi Oblast.
Emergency repair teams have begun work in areas where safety conditions allow. The Ministry of Energy and Khmelnytskoblenergo confirmed the damage across the affected regions.
The attacks triggered hourly power outage schedules covering up to 2.5 queues. Ukrenergo defines a queue as a group of consumers using a specific amount of megawatts. The Dispatch Centre determines the number of queues required to address energy deficits. This system may leave some consumers without electricity for 8 to 12 hours a day.
Critical infrastructure and eligible industrial companies that import at least 60% of their energy are exempt from disconnection under a Ukrainian Cabinet resolution. This rule applies to all consumer categories in the affected areas until the end of the day. Agencies urge the public to limit high-power appliance use during peak hours from 16:00 to 22:00 to prevent system overloads.
Electricity consumption dropped by 1.36% on the morning of October 27 compared to the previous day. This decrease reflects new forced consumption restrictions due to the damage. The city of Konotop in Sumy Oblast has been without electricity for a fourth consecutive day following strikes on the night of October 23 and 24.
