Flash flood emergencies forced Florida Gov. Ron DeSantis to declare a state of emergency for seven counties on Monday. The declaration followed intense storms that turned streets into rivers across Central and South Florida.

The heaviest damage occurred in Melbourne and Palm Bay. The Palm Bay mayor reported that the city received 20 inches of rain over a 14-hour period. First responders waded through waist-deep water to rescue residents trapped in their homes.

In Port St. Lucie, police shared video showing severe flooding across the city. Authorities urged drivers to stay off the roads after several people became trapped in their vehicles. The department advised motorists to avoid flooded areas until the water recedes.

Riviera Beach in Palm Beach County also declared a local state of emergency. Submerged streets left belongings water-damaged throughout the community. Mayor Douglas Lawson stated that the city was bringing in pump trucks from all over the county to assist residents. Utility officials reported that wastewater was backing up into homes.

Residents described the scene as chaotic. Lori Rattay noted the extensive damage to cars and the water entering her sister-in-law's house. Lewis Brown in Riviera Beach said residents were stranded because they could not leave their houses. Lawson described the situation as devastation for the community.

The immediate threat of flash flooding subsided by Tuesday morning. Forecasters said heavy downpours could return by mid-week. First responders continued to help people move through neighborhoods while urging residents to stay home and avoid unnecessary travel.
